Tabs cannot be moved from one split view to another or be dragged into their own separate window.

Reproducible: Always

Steps to Reproduce:
1. Open a file
2. Right click on the file's tab and split the view (either way)
3. Open a new file
4.1.  Move new file into the other split view by dragging the file's tab
4.2. Drag any file's tab outside the KDevelop Window

Actual Results:  
The tab only moves (changes the tab order) in the same view.

Expected Results:  
4.1. - File view to be moved in the other split view
4.2. - File view to be moved into separate window

Konsole already has this functionality, but it has Bug 343360

Partial work around: Give focus to the desired split view, open the file again, close the file from the other split view.
