Apper display all non-latin chars in package description as '?'. Apt show this descriptions correct (see screenshot).

Reproducible: Always

Steps to Reproduce:
1. Switch system locale (for example, to russian)
2. Open apper and try to search any package with localised description
3. Look at package description: all non-latin chars displayed as '?'

I confirm it. Debian Jessie. Russian locale (utf8).

I can't detect this problem when Apper started first time after a system start, .
The problem arises after pressing "check for updates" button in Apper.

I confirm it, unfortunately.
The behavior of this issue still the same.
1. There's no problem when you open Apper for the first time.
2. After the click on "Check for updates" or search all of the localised descriptions of packages have '?' symbols instead of the text.

Apper version:
1.0.0-3

Environment: Debian 11.5 "Bullseye", ru_RU.UTF-8, KDE 5.20.5, KDE Frameworks 5.78.0.
