After login to Plasma5-session (at desktop), even though mouse is set for left-handed, Plasma5 doesn't recogonize until I go into KCM_mouse and reset the setting by selecting right, apply, select left apply.

Reproducible: Always

Steps to Reproduce:
1.  Set Mouse to left-handed (or make sure it's set)
2.  Reboot
3.  Login to Plasma5
4.  Workspace thinks the mouse is right-handed event though the setting shows left

Actual Results:  
Mouse is acting right-handed

Expected Results:  
Mouse should be acting left-handed

The setting in KCM_mouse seems to be remembered, it's just not being honored by the desktop.

I just tested and it worked for me.

Could you debug a few things for me.

Could you attach your .config/kcminputsrc file after changing

tell me if running kapplymousetheme from a command line swaps the mouse back.
