When adding a new pattern fill layer it renders with transparency though the opacity slider is set to 100%.
Adjusting opacity only reduces it further, cannot make the layer fully opaque.
Happens with all built-in patterns as well as custom transparency-free images.

Reproducible: Always

Steps to Reproduce:
1. Add new Fill Layer
2. Select Pattern type
3. Select a pattern
4. Observe layer's opacity slider at 100%
5. Observe transparency in pattern fill on canvas

Actual Results:  
Pattern fill layer renders with transparency even though opacity is at 100%.

Expected Results:  
Pattern fill layer should render fully opaque (excluding in-pattern transparency) when opacity is at 100%.
