I have two pannels: one at the top of the screen and another at the bottom. In previous versions of plasma I used to set the bottom pannel to auto hide. In current KF5 plasmashell, setting any pannel to autohide works as expected initially but the setting does not survive a restart. All pannels start as "Allways Visible".

Reproducible: Always

Steps to Reproduce:
1. Create a pannel and set it to "Auto Hide".
2. Open a terminal and type "kquitapp5 plasmashell && plasmashell&".
3. Notice that the new pannel created is now  "Allways Visible".
