My mouse (Micro**** Wireless Mobile Mouse 1000) scrolls too many lines at once. Changing the "Mouse wheel scrolls by:" value in System Settings has no effect.

Reproducible: Always

Steps to Reproduce:
1. Open Mouse Controls in System Settings
2. Adjust "Mouse wheel scrolls by:" value. 
3. Hit "Apply".

Actual Results:  
Nothing changed - same number of lines are scrolled as before.

Expected Results:  
Number of lines scrolled should be adjusted by the aforementioned value.

Nothing special. Default 64-bit Kubuntu 14.10 Plasma 5 install.

Seems  similar by description. Some users there reported the setting working with KDE apps, however here it does not work for any apps, including KDE.

Update: I found a workaround with xinput.
xinput set-prop <device id> <property number> 3 3 3
then store it permanently in ~/.profile
