Loading of providers from file http://download.kde.org/ocs/providers.xml failed 
This happens with themes, colors, icons etc.

I'm a google code-in who is trying to do bug triaging task.
I can't reproduce this issue, can you provide more descriptions?

This happens with any programs that calls the add-on installer 


I am able to get the file using wget.

I am also experiencing this issue.

I also get it when attempting to add: 
New plasma widgets
New wallpapers

I am also able to download the providers.xml file using wget.

This appears to be Plasma 5 related.

I'm getting this error with Plasma 5.6.3 and 64-bit Arch Linux.

Can you try to disable the network cache as explained in https://bugs.kde.org/show_bug.cgi?id=348049 ?
It's possible that we have a duplicate bug report here.
