The Breeze plasma theme uses squared off scrollbars while the widget theme uses a much more round design. The widget theme also employs two arrows, one above and one below. These two elements should match. Reproducible: Always
In fact, the number of arrows top and bottom in breeze widget style are configurable. We can - change the default of the widget style to match plasma - change plasma to match the widget style's default - make the two configurable and adopt the same setting, although this would require more work
My /opinion/ it that it's fine for Plasma to look a bit different from the desktop theme, traditionally they've been very different. Though I'm not really on the VDG team so I don't want to make that decision.
The squared off scroll bar is definitely a bug. The theme svg has 3px corner radii. I can add the scrollbar buttons, but I'm certainly curious if the Plasma team has any thoughts on adding the arrows to the scrollbar in the plasma theme. I'll check with the VDG as well.

It is probably fixed now by the use of QtQuickControls (which effectively uses the scrollbars from the widget style inside plasma). Closing as fixed. Thanks for the feedback !
