When there is a payee, the order is the following:
1) Payee
2) Category/Account
3) Memo

but if there is not payee, the order is
1) Memo
2) Category/Account

This is confusing.

Reproducible: Always

Steps to Reproduce:
Can be seen directly.

Actual Results:  
Memo is shown in the first line when there is no payee.

Expected Results:  
Category is shown in the first line when there is no payee.

Since 4.8 there is no memo field for ordering, so I assume this bug is fixed.
