I don't have boobill installed (and Skrooge never tells me I should have it), so every time I launch Skrooge (v1.11.0 from git) I end up with an empty skg_bill.csv in /tmp, and I had to grep in the source to find out where it was coming from.

Reproducible: Always

Steps to Reproduce:
1. Make sure boobill is not installed
2. Launch Skrooge

Actual Results:  
/tmp/skg_bill.csv is created with no contents.

Expected Results:  
Skrooge should tell me it couldn't find boobill (or, even better, it should allow me to choose not to use it), and not create an empty file in /tmp.
