When sending a mail and the transport fails, the mail hangs in the "outbox", never to be sent.

Reproducible: Always

Steps to Reproduce:
1. Write a mail
2. Disconnect from internet
3. Send mail

Actual Results:  
One notification (transport failed)
Nothing more

Expected Results:  
Try sending every five minutes
One notification per failed transport

(Apart from the potential danger of having an important mail stuck in the outbox, nothing more)

Agree, the default should be to retry sending at each mail check.

In Configure Kontact/Kmail -> Accounts -> Sending

"Send messages in outbox folder: Never Automatically" should be changed to "On All Mail Checks"
