I'm downloading two torrents.  I go to configure kget and set speed limit to 750.  Both torrents are now downloading at an even speed of half of 750, I pause one torrent and the second torrent still keeps the same speed and it doesn't speed up.  I right click on first torrent and put 100 speed on it, the second is still about 380, then I right click on the second and increase the speed to 600 and it increases, and everything is perfect.  Second torrent finished, so i right click on the first torrent to set the speed to 'not set', while the global limit was already set to 750, it went to 1mbit anyway.  So it kind of works..

oh yes, and after i went into global limit via configure kget and just changed the speed limit to one number down, it read it and the speed changed..........

Confirmed on 20.08.3 global speed limit isn't working correctly. Two downloads, 200kB/s limit, pause one, other is still stuck at 100kB/s (just under).
