It would be great to have cursor based navigation to allow selection and annotations to be possible using just the keyboard and not relying on mouse input.

Reproducible: Always

Steps to Reproduce:
1. keyboard shortcuts available for tool selection
2. navigation and content selection only implemented in
3.

Actual Results:  
keyboard shortcuts available for tool selection,
navigation and content selection only available through mouse


Expected Results:  
behaviour similar to cursor mode in browsers, eg. switching to this mode via shortcut, selection and navigation through keyboard, applying annotations with existing keybindings

would also benefit accessability

an additional change related to this issue would be to make it possible to persistently select tools such as markers. (Presently, selection of a marker by a key is only possible for one action, whereas persistent selection requires a mouse-double click).

[perhaps this should be a separate issue, i don't exactly know]

yes, I suppose from the coding side that is true and thought so while thinking of it, but it is related to the functionality the previously sought after feature would bring.
