Marble 1.9.1 Win 7 64 Bit
If I try to open "Menu: File->Download Maps..." I only get an empty Dialog.

I think you should check your interenet connection because in my system it show tha list all the map .

The interenet connection is fine. Which Windows version are you using?

Still happens with Marble 1.11.3 for Windows.

Works with 2.2, but it first shows an empty window and then after ~5 seconds shows the content. A simple progress bar or wait cursor would be useful here.

There is no Windows installer for a newer version then 2.2 available. If you would provide a newer version I could test it.
