In Categories-View - right-click on an Expense -> Edit category.
In tab Tax:

When checking "VAT" or "Include on tax reports" the categories-list gets updated. When _unchecking_ these boxes the marks stay in the categories-list until the program is restarted.

Reproducible: Always
