In KDE4 plasma plasmoids can be repositioned inside a panel by either clicking and dragging the handle that appears above or the plasmoid itself. Now in plasmas hell this is not the case.

Reproducible: Always

Steps to Reproduce:
1. Open panel configuration
2. click application menu handle and try to drag it

Actual Results:  
Panel configuartion closes as soon as you click on the handle.

the two buttons work, handle is still not functional
