There was a really odd effect that oxygen icons were being shown until mouseover at which point they switched to breeze.  This maybe only affected KDE 4 applications.

Wiping the icon cache in /var/cache/kdecache-$user/ fixed it.
(I think KDE5 uses a new icon cache in .cache ?) 


Ideally we should work out what's wrong; worst case we'll make a kconf_update script to wipe the cache.

On my system, KDE4 applications are using partly oxygen theme and partly Breeze theme. Icons in panel are Breeze until you open them and then they switch to Oxygen icons.

I don't have /var/cache/kdecache-$user such a folder. Removing ~/.cache/icon-cache.kcache doesn't do anything.
