Steps to reproduce:
1. Swap Esc and Caps Lock: System Settings > Human Input Devices > Keyboard > Advanced > Caps Lock key behaviour > Swap ESC and Caps Lock
2. Assign some action to shortcut which includes the new Esc key (original Caps Lock key) in system settings.
3. Try to press shortcut = doesn't work.
4. Try to press same shortcut but use original Esc key (should act as Caps lock now) = works.

I noticed that after swapping those keys and setting a shortcut including Esc, sometimes when I login I need to use hardware Esc to make that happen, sometimes Caps Lock. It varies and I haven't noticed clear pattern there so far.

This still happens with KUbuntu 15.10 and Plasma 5.4.3 :(
also with every other KUbuntu/Kf5 version before that.

I'm on current neon now (see below) and it works. However I do remember this bug switching on and off between updates, but don't think it happened since 2019 or so. There is also the question how well this works on wayland...

In Wayland, it didn't exist since last major update 5.21, where it reappear.

I can reproduce similar behaviour but instead of "swapping Esc with Caps lock", by using the "Using caps lock as another Esc" option, where the Caps lock behaves like a Caps lock, and you expected an Esc behaviour.
