Build of kde-4.13 fails during configure of qt-everywhere-opensource-src-4.8.5 as that package does not support the platform win32-msvc2013. kde-4.13 should be updated to include qt 4.8.6 (or later) which appears to be the first version to support that platform.
Currently all of the KDE on Windows team's efforts goes into frameworks so I guess kde-4.13 is kind of unmaintained. If you need a stable KDE4 build on Windows use the kde-4.12 branch.
I have been having issues building the qt package with mingw as well, it does seem like this version isn't stable yet
it also appears that the 4.12 branch cannot build qt because something is lacking the isX86 attribute File "f:\kde\emerge\portage\dev-util\msys\msys2\msys2-20110627.py", line 7, in setTargets if compiler.isX86(): AttributeError: 'module' object has no attribute 'isX86'
