Okteta 0.14.60 based on Frameworks 5 has invalid exec line in .desktop file:
Exec=okteta -caption %c %U
I believe, -caption is wrong parameters from previous version. It prevents okteta to start.
(same for okular: https://bugs.kde.org/show_bug.cgi?id=338264)
