The Moscow Federal City has incorporated more territory from Moscow Oblast, and the map needs to be changed. Also Sevastopol and Crimea, while not internationally recognized, could be in some way included in the map, as they are now de-facto under Russian control

I confirm the maps for Russia haven't been updated according to all the news you mentioned.

As for the Moscow City, only a small change in a region of around 10x10 pixels is required.

For Crimea it seems to be harder, because
 1. Crimea does not fit in the current maps' bounds so you can't just repaint it in a different color. I don't know how the existing maps were produced, so my concerns about difficulty to create a new map may be exaggerated.
 2. Politics. I'm not sure if we should add Crimea in the list of Russian federal subjects known by KGeography. E.g. some people may expect KGeography not to ask them the capital of Crimea when they start a quiz on capital cities of Russian subjects. However there is a way to remove it from the list by adding "<ignore>yes</ignore>" in the .kgm file.

Well the reason I think Moscow City should be updated is because it is no long surrounded by by Moscow Oblast. I just feel that the distinctive new shape should be shown.

And I see the problem with Crimea, I understand

I didn't mean WONTFIX, we clearly have a problem at least regarding border of the Moscow City. 

I'll reopen the bug report. The application maintainer might still close it because we don't have any better maps yet.
