For "All Icons" the behavior is as in KDE 4. It does not make sense to have icons on buttons the same size as icons on the desktop, so changing the icon size is not possible for all of them at once. Are you able to change icon sizes for the individual groups above?

Hi Christoph. I can't change icons size to Desktop, Toolbar, Main Toolbar, Smaal Icons, Panel and Dialogs too. In KDE4 I can use 16, 32, 48 ... icons size. Doesn't work with Breeze, Humanity and Humanity-Dark icon themes.
Is this the same as Bug 346254? I guess it has to be reported to every icon theme that is missing DesktopDefault=48 DesktopSizes=16,22,32,48,64,128,256 ToolbarDefault=22 ToolbarSizes=16,22,32,48 MainToolbarDefault=22 MainToolbarSizes=16,22,32,48 SmallDefault=16 SmallSizes=16,22,32,48 PanelDefault=32 PanelSizes=16,22,32,48,64,128,256 DialogDefault=32 DialogSizes=16,22,32,48,64,128,256 in its index.theme file?
I would like to confirm this bug. I also can click to change the individual icon sizes on the desktop and menu's and they show a different size such as from 48 to 32 in the settings but it has no effect on the size of the icons.
Should be fixed with the latest version at this point.
