Steps to reproduce:
1. open system settings;
2. press Left or Right arrows keys on keyboard;
   result: change selected item in list;
3. press Down or Up arrows keys on keyboard;
   result: nothing;
   expected result: change selected item in list.

It does change result

(Plasma 5.2 system settings anyway)
