when no wallets were created yet, kwalletmanager will simply disply an empty window with the menubar. this could be improved a lot by offering a button to create a new wallet in the empty area. also one could possibly explain what exactly a kwallet is good for and why a user would want one. a button alone would already go a long way in terms of experience though.
