After clicking Get New Theme… in Cursor Theme and installing new themes, nothing appears to happen. Nothing new appears in the list unless the entire systemsettings module is restarted, which is very puzzling. Sometimes installed themes don't even appear then.

Reproducible: Always

Steps to Reproduce:
1. Launch System Settings > Workspace Appearance > Cursor Theme
2. Click Get New Theme…
3. Install one or more themes
Actual Results:  
After leaving Get Hot New Stuff, nothing changes in the cursor themes list. No newly installed themes are visible. Some will finally appear after leaving Workspace Appearence and returning; others, such as http://opendesktop.org/content/show.php?content=6277 , never appear at all for some reason, without any error message or explanation given.

Expected Results:  
Newly installed themes should appear in the list and be selectable and applied immediately. Errors, if any, should be promptly reported.

I have indeed noticed that it doesn't appear to know how to deal with themes which don't follow a very specific directory structure (I have been able to install them by hand). There was at least one occasion where the theme did install correctly but appeared only after I restarted the control center module, but I haven't been able to reproduce that case yet.

Works for me after the recent refactor. Let's call this fixed unless we get more reports in Plasma 5.18.
