The title of the dialog for Download Wallpaper is "plasmashell Add-On Installer"

it's actually a problem of knewstuff: that dialog hardcodes its title as 
"applicationname Add-On Installer" and users can't change it.
Would perhaps need API for that

Ok, KNewStuff got new api to handle this, now just need to update plasma to use it.
