Go to System Settings -> Input Devices -> Toucpad -> Enable/Disable Touchpad
Under 'Keyboard shortcuts' change the shortcuts. Test it out with the System Settings still open. At this point the keyboard shortcuts work for me. Close the System Settings. Try the keyboard shortcut again, no-dice. The shortcut can be hit all you want the touchpad doesn't disable/enable.

Reproducible: Always

Steps to Reproduce:
1. Go to System Settings -> Input Devices -> Toucpad -> Enable/Disable Touchpad
2. Under 'Keyboard shortcuts' change the shortcuts. Verify that the shortcut works.
3. Close System Settings. See that the shortcut no longer works.
Actual Results:  
The keyboard shortcut is ignored.

Expected Results:  
It should toggle the state of the touchpad. (Changed the toggle shortcut)

Hi.
My Kubuntu 14.04 has this bug too. 
My touchpad has a disable/enable area at top-left corner which doesn't work under linux.
whenever I try to assign a shortcut to "toggle touchpad" or "enable/disable touchpad" in Systemettings it only works for a few seconds. In my case, even by minimizing Systemsettings or by switching to another window, this bug occurs.

Hello! This bug report concerns the Synaptics version of the Touchpad page, which is no longer supported in Plasma 6. Can you please see if the issue still happens when using Libinput? If so, please change the status back to "REPORTED." If not, go ahead and change it to "RESOLVED FIXED", or let the bot do it automatically after a month. Thanks!
