Logging into my Neon5 session, under System Settings, look for cursor themes Actual Results: I see duplicate Oxygen cursor themes. Expected Results: I should only see one.

Maybe it shows both the cursors from the KDE4 as well as Neon5 installation. Can you confirm that on a system, where only one of them is installed, it doesn't show cursor themes twice?

Using the Neon ISO (http://files.kde.org/snapshots/neon5-201407111328.iso), I only see one set of Oxygen cursors. No duplication. So that might mean that the addition of the Neon/KF5 PPA added a second set of cursors to the base? Since the intention is to have two options (Plasma and Plasma Next) from LightDM, I suppose this is working as designed?
On openSUSE, the Oxygen cursors are split into their own packages, and the dependencies make sure you only install one of them. Renaming everything makes no sense, because the cursors are installed in a way that other X11 applications can use them, so I would say it is unfortunately up to the distributions to take care of the splitting, in case dual installation is aimed for. Please add a comment if packagers from your distribution have other suggestions.
