When you hover an item in a list, it is highlighted, which is good. But the highlight appears without animation, which is ugly when moving the mouse on the list.
There is no such animation in Plasma 1's Air and Oxygen, but it looks much better because the highlight doesn't change the background color - it's just a tiny border.

unfortunately they were removed by popular demand, some menus do have a simple fade effect that seems people find it faster than the slide one, they should all be uniformed using the same effect.

For the moment it appears to be intentional. I don't personally have any objections if we want to restore these animations, but it's not a Breeze theme issue.
