"kcmshell4 kwinoptions", uncheck "active screen follows mouse" dupe of bug #183410 - from 4.11 on you should get a warning that this combo does not work.

Active screen doesn't follow mouse! Checkbox was unchecked.

Ok, now it works! I guess, if user tries to switch screen by hotkey it should enable it with warning message: "Separate screen focus was enabled! It can be disabled in Window Behaviour -> Multiscreen behaviour"
The option was removed, the shortcuts now always work.
