When I select "Do not start" in autostart it autostarts anyway.

Reproducible: Always

Steps to Reproduce:
1. Exit clipper
2. Select "Do not start"
3. Logout and Login
Actual Results:  
Klipper autostarts

Expected Results:  
No klipper at login

could you please check whether there is an AutoStart=false in your klipperrc Group [General]?

so either klipper got restarted by the session manager or the autostart 
functionality in frameworks is broken.
