Steps to reproduce:
#uname -a
Linux localhost.localdomain 3.11.10-301.fc20.i686 #1 SMP Thu Dec 5 14:21:31 UTC 2013 i686 i686 i386 GNU/Linux

1. Configure openvpn connection with TCP, LZO and password for secret keys. (I'm not sure if all of this is necessary, but I don't have an opportunity to test)
2. Configure wifi network with WAP2-PSK 
3. In General tab of wifi configuration enable checkbox "Automatically connect to VPN when using this connection" and choose configured previously configured OpenVPN connection.
4. Suspend-resume\reboot\kdm restart.

Did you restart plasma-desktop after the update?

I did "sudo service kdm restart". Is that enough?

I had configured another OpenVPN connection without password to secret keys, enabled it in wifi configuration and it works great. 
May be it would help. Thanks.

Did you restart again plasma-desktop after the update? Does it still crash (plasma-desktop is restarted) or just your VPN connection fails?

Eah, i restarted service KDE then restarted laptop (because no bugtrace window opened). The problem is not only that I'm not able to connect to VPN, I can't even connect to my wifi hotspot (auto-connect configured) and the whole panel with wifi icon, digital clock and fedora "start menu" doesn't respond. (h)top shows me that kde-plasma-nm process is eating 100% of CPU1 time (I have dual-core cpu), system-load varies from 1.2 to 1.5. 
After hardware disable wifi card everything gets normal and notification drawer  shows me a lot of unsuccessfully tries to connect to wifi hotspot. After disabling I'm able to reconfigure my wifi connection and hardware-enable wireless but I have to reboot PC because the list of hotspots is empty and even "sudo service kdm restart" doesn't show any wifi hotspots available.

No, it happens from the beginning. The only difference I noticed after last update to packages you  provided from the links above is that no crash window appears.

I probably know what is going on. Your VPN configuration is wrong, that's the reason why it was crashing (this is what I fixed) and when you have wireless connection associated with your VPN then it cannot be activated, because NM automatically disconnects it due to your failing VPN connection and keeps trying to activate it again and again and it is still failing, so it ends up in an infinite cycle. Solution would be to remove this VPN connection from your wireless connection and try to activate it separately.

I checked if VPN works even before I posted first message here. I work now as I worked before: turn on laptop, connect to wifi and manually connect to this VPN connection. No problem here, VPN was configured properly. 

As I said before I think the problem is that automatic connection to OpenVPN crashes because there is a password set for secret keys. I had configured another VPN with all the same parameters but without password for secret keys and it works.
