Start for example psensor.
Its icon appears in the status bar.
Close psensor from the main application window.

Next time  the system is restarted psensor  is also restarted even if it was closed in the previous session before the logout.
The only way to get rid of it is to edit .kde/share/config/ksmserverrc by hand from a terminal and  delete some lines as

[LegacySession: saved at previous logout]
clientMachine1=localhost
command1=psensor
count=1

This has to be done before logging in with the graphical interface.
 

Reproducible: Always

Steps to Reproduce:
1. start psensor
2. close psensor
3. shutdown
4. restart
5. login
Actual Results:  
psensor is restarted

Expected Results:  
psensor should not be restarted

It happens also with evince.

Can you reproduce this in a recent version of Plasma 5? I cannot.
