I have this screen setup:

Screen 0: minimum 8 x 8, current 2704 x 1280, maximum 16384 x 16384
DVI-I-0 disconnected primary (normal left inverted right x axis y axis)
DVI-I-1 connected 1680x1050+1024+0 (normal left inverted right x axis y axis) 474mm x 296mm

Everytime plasma-shell restart, it moves all panels to the primary screen.
Seems to be related to the previous bug 333053 I reported.
