All of KDE SC programs offer an Apply button for the Settings dialog, but here it is lacking. KTimeTracker should use the same settings dialog as the rest of KDE apps.

Reproducible: Always

Steps to Reproduce:
1. Click on Settings -> Configure KTimeTracker 

Actual Results:  
Only OK and Cancel buttons for dialog.

Expected Results:  
A standard settings dialog with Apply, OK, Cancel buttons.

Confirmed in 4.13 + master compiled from sources
