The "What's This" mode - the help from the small question mark near the close button, is active even if there is nothing you can get help for in the window. This can lead to user searching fruitlessly for something that does not exist. Expectation: The button should be grayed out or not show at all when there is nothing with any "What's This" text to find. I would add that if this is done then the many preferences which have nothing but the "Apply" button having text should likely have that text removed. Seems that is unlikely to be needed and would still make the button active. It would hopefully lead to developers only adding the text when it is of real value. Reproducible: Always
