When you use a fullscreen application (suppose HTML5 youtube's player), the default area that the panel normally uses to show up can be clicked

Reproducible: Always

Steps to Reproduce:
1. Configure the classic taskmanager in a panel on the bottom side of the screen
2. Configure the panel to automatically hide
3. See a fullscreen youtube video
4. Try to pause video, set mute, change quality, etc...
Actual Results:  
Can't click on anyhing from the commands of the bottom

Expected Results:  
Allow normal interaction
