all the apps are full screen. I cannot read menu when any app is open. konsole is full screen at startup. I cannot post screenshot as printscreen button on keyborard is doing nothing. No window boarders in any app.

Reproducible: Always

Steps to Reproduce:
1.open a app
2.see that is is full screen
3.
Actual Results:  
All apps full screen

Expected Results:  
App is normal size with window boarders

Please ask on a forum for help/support. This is a configuration issue, not a bug.

If you cannot alt+tab between windows, no WM is running  - try to start kwin from konsole and see whether it segfaults (you'd get a crash dialog)

Otherwise run "kcmshell4 kwincompositing" and check whether there's a blind rule (matching all windows) that triggers the fullscreen mode.

If kwin segfaults, open a bug from Dr. Konqui (including the backtrace) otherwise move to forum.kde.org since it will be required to figure the layer of the problem first.
