In "Import Links" dialog "Invert selection" doesn't check/uncheck only selected items but all items

Reproducible: Always

Steps to Reproduce:
1. Open the Import Links dialog for a page with links.
2. Select the items that you want to check/uncheck.
3. Click on Invert Selection button.
Actual Results:  
All items become unchecked. Invert Selection button is disabled.

Expected Results:  
Only selected items should change their checked/unchecked state. Invert Selection button should be enabled/disabled if there is selection or not.
