Ext partitions allow users to put / | \ symbols in folder name. I just putted / followed by more data into a folder name. Folder I choosed to contain data from a torrent. When later I opened the folder, I noticed KTorrent truncated everything after the first / symbol.

Allowed characters in filenames:	
All bytes _except_ NUL ('\0') and '/' (U+002F SOLIDUS) and the special file names "." and ".."

You could use similar symbols like:
⁄ U+2044 FRACTION SLASH; 
∕ U+2215 DIVISION SLASH; 
⧸ U+29F8 BIG SOLIDUS; 
/ U+FF0F  FULLWIDTH SOLIDUS, and 
╱ U+2571 is BOX DRAWINGS LIGHT DIAGONAL UPPER RIGHT TO LOWER LEFT

Dolphin allows you to enter / (U+002F SOLIDUS) as folder and file name but replaces it with a ⁄ (U+2044 FRACTION SLASH).

KTorrent now removes the / symbol. Anyway the Bernhard Scheirle's explanation makes everything clear, and I close the bugreport as work for me.
