In the KDE-Windows installer there is an option to specify proxy and language. These settings should be set also to the KDE installation on request, which avoids double entering values.

The proxy settings need to be saved in the global or personal kioslaverc config file.

The language could be set in the global or user based config file kdeglobals.
  
[Locale]
Language=<2-digit-language-code>
