installed new program, menu item not in right place, opened "Edit menu Applications" move item from main tree to Graphics, 3D, item jumps to Graphics, drag item to sub heading 3D again, click save.  Check menu, its still in Graphics folder.  No longer can move items and have them permanently move.  Items return to previous location.  Save function seems to no longer work. Some times leaves empty (no URL) headings as per Bug 322968 

Reproducible: Always

Steps to Reproduce:
1. Open menu editor
2.drag item from one heading to another
3.save changes
4. check menu   items back in previous location  Save function does not work.
Actual Results:  
Dragging items no longer permanent after "save"

Expected Results:  
Dragging items and saving should be reflected in main menu.  It used to work but just stopped. 

Dragging items and saving should be reflected in main menu (Application Launcher).  It used to work, but just stopped. Reboot doesn't help, deleting tmp files doesn't work. Lots of similar bugs since 2009
