Numeral System mode does not offer fractional conversions.
(At least, I can't see any!)
Example: I can convert 17D into 10001B. But I cannot convert 17.625D into binary; though this is as straightforward, and results in 10001.101B. 
Of course, the algorithm needs being implemented, and the comma / dot must not be grayed out.
