The tooltips when hovering a widget in the widget explorer cover the scroll bar making quickly scanning the widget list difficult.
The tooltips should be moved to the right corner of the widget explorer (ie. attached to the sidebar's borders, rather than to the list item.

Reproducible: Always

Steps to Reproduce:
1. Open Widget explorer
2. Hover a widget
3. Try to grab the scrollbar 
Actual Results:  
You cannot, it's covered by the tooltip. You need to wait for the tooltip to disappear before you can grab it again

Expected Results:  
The tooltip does not cover the scrollbar.
