I think I can shed some light on this. I'm the nominal maintainer. A few years ago I realized that I couldn't maintain the project anymore and was looking for someone willing to take over. Someone eventually did express interest and started the process to get a KDE account and become the new maintainer. However, that never got finalized. I recently checked up with him to find out what's going on, and he replied that he was no longer interested. Since there is no willing maintainer, and since there hasn't been one in quite a while, I'm going to request that KNemo get moved to unmaintained.
