Note: there was no issue with a previous KDE 4.9 either with radeon driver or ATI proprietary driver.

Steps to reproduce:
1) Set "Screen Energy Saving" to predefined amount of time.
2) Don't set any screen savers or lockers.
3) Wait until a screen goes blank.

Expected result:
- Monitor(s) is completely turned off

Actual result:
- Monitor goes off for about 5 seconds, then it turns on for about 20-seconds, then go off agan and that cycle never ends.

Configuration:
OpenSuSE 12.2, 64-bit, 
Intel Motherboard DQ77MK, 
i7-2600 processor
ATI FirePro 2460 video card with radeon driver with 2 monitors attached via a DisplayPort interface.

Same result with OpenSuse 13.1 installed fresh.

Note: with ATI proprietary driver when a screen goes blank it makes a garbage on both screens and the only option is to get to the console and reset to runlevel 3.

Doesn't work for me at all on Kubuntu 15.05 alpha. Screen energy saving doesn't do anything.
Same installation (Radeon card, two screens)

This bug is reported on libsolid which is the kdelibs4 version of the solid library.  It is now in maintenance mode.  If you think it should still be fixed in the KDE Frameworks 5 version of solid please move it to or report a bug on frameworks-solid or Powerdevil.
