Skype Desktop API is going away soon.
There is no way for us to do this.

I don't know whether I was understood.
I don like to install the original Skype App. Its very bugy!
But I want to keep contact with my Skype Friends. But I Have also friend from outher Networks.
I like telepathy. Its an All in One Solution.
Is it impossible to make telepathy connectable with the skype network without an installation of the original skype app?

It is impossible for various technical & legal reasons.
