I have a few users. Some admins some aren't. On a fresh kubuntu 13.10 install on some logins <i get the error message. Soemtimes the "Task Manager" stays greyed and not accessible.

Steps to Reproduce:
1. install kubuntu 13.10
2. create users
3. login
Actual Results:  
I get some error message and when trying to report the bug I get "kded isn't running" so I'm filling this manually

Expected Results:  
normal login
