if you d'n'd Panel Tool Box around the panel, it can be placed in whatever position and can take random rotations. See http://pbrd.co/1a0fKc0 http://pbrd.co/1a0fOZl

This draggable Panel Tool Box "feature" doesn't come in help to users:
- it gives indeed a fake feeling of freedom per se (like moving around whatever you see on screen); 
- it messes up with UI aesthetically; 
- it messes up with UX due to making impracticable certain actions on widgets (wihich are not designed with a mobile Panel Toolbox in mind).
- it is buggy ;)

Because of the above, it make much sense to leave Panel Tool Box by default fixed on right side of panel, or on the left side in right-to-left language setups, in both 4.11.4 and 5.0.

1. drag'n'drop Panel Tool Box all over the panel

Actual Results:  
1. fuzzy Panel Tool Box behavior

Expected Results:  
1. Panel Tool Box is locked on the left/right of the panel
