This looks like a package-manager (here: portage) related problem. KDevelop is split into two projects: kdevplatform and kdevelop. It looks like you didn't enable tests when building kdevplatform, but built kdevelop with tests enabled(?) Please check, this is likely a user problem.

Odd, can you try adding ${CMAKE_CURRENT_BINARY_DIR} to include_directories() in languages/cpp/CMakeLists.txt? Again very suspicious that only you hit this issue and none of us...

okay i found this bug on gentoo https://bugs.gentoo.org/show_bug.cgi?id=490002 rebuilding dev-util/kdevplatform with reviewboard enabled fixed the build without any patch thanks for your help
for clarification - the commit in http://commits.kde.org/kdevelop/fb4234cd72ceebb200bef13234ea9c36c9a62046 isn't needed as kdevelelop still doesn't compile with [reviewboard] disabled even with the patch applied. So i think the commit can be dropped or another fix is needed to allow compilation without [reviewboard]
What does "[reviewboard]" mean?
it's a use flag in gentoo for kdevplatform and it disables QJSON support at configure time. it means it's not possible to compile the package without QJSON even with the patch applied
if kdevplatform isn't compiled with json support - kdevelop doesn't compile
